State flags are easily created by changing the field to an official state colour.
The Australian Capital Territory and Victoria share Blue as a state colour but
it seems appropriate for Australian Capital Territory to use its blue which is almost indistinguishable from the national blue.
Victoria has a unique secondary colour - Silver - so that has been used for its flag.
